In terms of generic bot design, the answer is Jetfire Skystriker, then BW Silverbolt, then Swoop.

But of those three bots, only Swoop currently has a 5* version. So @rigid pivot is technically correct. At this moment, the bot with the highest DPS in the game is 5* Swoop.
