I'm really positive about the balance changes to armour in this update, despite the distracting new vehicle that doesn't matter.

Impactful changes:

  • Rocket count increased to match the recently improved health of tanks. Overall, combo'd with previous health buff on tanks this is a boon for TTK a tank with a rocket launcher that was sorely needed prior to U18. Great change.
  • Parity of rocket launcher pen values between factions. I would have pushed piat/schrek down rather than zooka up, but actually more importantly this needed to be fair across factions. Great change.
  • Repair time reduction on tanks: YES. BEST CHANGE IN THE UPDATE.
  • Recon tank health buffed, can now survive one rocket. Excellent change that makes these tanks able to defend themselves and escape rather than easy boom candy for AT.
  • Arty "logistical" nerf: great change. This game plays better with less arty generally, and limiting the freedom to spam this is good.

The low relevance changes:

  • Commander ability changes. Indiffferent. Imho, there's now just "Clutter" on the menu. There's a meaningful choice of bomb run vs call in arty, I guess.
  • SPA: completely a "white elephant" because of it's slow lumbering and weird firing mechanics. It's just a free target and one less effective tank squad on the team.
  • Additional flaregun class. BAD change. This game did not need more UAVs. Bad Impact is mitigated by arty spotters generally not doing their jobs.

It's fine, you can leave it like this and the SPA will be a nothing burger in a month of similar trope to "why did you spawn a 75" but the balance of the rest of the game has been improved.
