Vote kicks don't take effect if the person drops before the vote is final. Trolls have been coming in pairs and warn each other so they can leave before getting kicked. So no kick, no ban. They then rejoin their buddy and continue their trolling. Is it possible to make a vote kick still "count" even if they leave?
