The devs do this to keep the game historically accurate. Most soldiers (even today) do not have pistols. You've been playing too much Call of duty. Pistols are more of an officer weapon to help distinguish rank and for specialty soldiers like drivers. If you look in the game only officers and specialty roles like sniper have access to handguns just like their real life counterparts would have in real life. There are some instances where regular soldiers would use captured pistols, steal pistols from officers (which is incredibly risky), or have their relatives send one from home. All of those examples was pretty rare though.

Pistol were exclusive to rank and role. For example fallschirmjagers would be equipped with pistols because their main weapon is in a separate container when jumping out of a plane, and that's probably only for jumping out and even that they all probably didn't have one.
Mgs( at least for u.s, Germany, u.k) were equipped with pistol as a backup, but they probably have 1-2 members with them to have their back so they don't have to worry to much.
