(domwav) Does citizen only work on the latest patch?

I want to update my server to 1.21.5 because of a new plugin I want to try which only works for 1.21+ however to my understanding Citizens must be used on the latest patch so 1.21.5, 1.20.6, etc but 2 plugins I currently use only support up to 1.21.4. I suppose there isn't anything I can do to get everything working together?

guess i can doublecheck but I had downloaded the latest and they showed as disabled in my plugin list

WorldGuard needs WorldEdit to work, and I'm using the latest ProtocolLib dev build to test this

wonder if I need to update worldedit then lol

but yeah idk about protocollib still showing as disabled
