If I understand correctly the plugin does work with 1.21.3 correct? which our server runs but the plugin is not working at all. I can send error longs if needed.

Citizens doesn't support 1.21.3 anymore. You'd have to use the latest build in #news, but keep in mind it won't be updated in the future
