But unfortunately it seems to be discontinued as it stopped at MC 1.10

Builder plugin seems to be discontinued....

There is a continued version but not up-to-date, lack of support for MC 1.18+: https://www.spigotmc.org/resources/builder-reloaded-1-8-1-17.55326/

If you are already using this and got failures, check if your MC version is supported by that. Unfortunately 1.17- is no longer supported by Citizens so bugs caused by it but appears through Citizens NPCs will not be solved.

I'll suggest you to ask their author for an upgrade before we can help you on this
