We do not usually supply old builds for outdated versions of citizens, latest citizens only supports 1.19.4, 1.20.6, and 1.21.1.

Is there a reason you're still on 1.20.4?

Not really, I just like the build for it and my players mostly play 1.20.4

Update your server to a supported version, if players are truly too catered to 1.20.4 then you can use ViaBackwards to let older clients connect.

Then I'm going to have to replace my old plugins as they support 1.20.4, but I'll look into it.
