Outdated versions of anything will have bugs and be unstable, should update to modern versions (1.20.6 currently, or 1.21)

There is no stable version for 1.17, it's an outdated version and there's been many bug fixes and improvements since then (not just to Citizens, 1.17 Minecraft has a bunch of issues) - ^ we'd love to help you with updating if you give us some information
