After a quick check. Im using 1.8, and couldn't find any simulation-distance setting

this suggestion was in regards to if it were related to simulation distance
we can really only recommend you verify you're updated to the latest versions and builds, 1.8 is minimally supported and verifiably works

Minecraft 1.8 is an 8+ year old Minecraft version (released <t:1409643900:R>) that we cannot reliably support.
While Citizens and Sentinel in their latest versions will still run on it, we cannot and will not provide support on this Discord or other platforms for it.
You can and should update your server. There are plugins for clientversion support and older-style PvP available.

we'd recommend 1.18+ and porting support to 1.8, not the other way around / staying on 1.8

Paper is a higher-performance alternative to Spigot that is 100% compatible with the equivalent Spigot version. It's much easier to update than Spigot itself, and carries a lot of performance and quality-of-life benefits.

Im using bedwars, and can't switch to any newer version.
can really only loop back to this answer, or suggest you use the modern bedwars version we see people here using

render distance works differently now than it did back with 1.8; we have what's called Simulation Distance now, which dramatically improves the performance of the server
1.8 doesn't receive any new features, it's why Citizens works minimally on it

You did not answer my question. My question was: does increasing render distance fix this issue. I know about simulation distance, but I really want a solution for this because I have paid for citizens, and wish it to be be free of such bug
There’s still a range in 1.8.8, which you can tweak with citizens /npc trackingrange i think
