Paper is a higher-performance alternative to Spigot that is 100% compatible with the equivalent Spigot version. It's much easier to update than Spigot itself, and carries a lot of performance and quality-of-life benefits.
Latest Paper builds are at https://papermc.io/downloads/paper.

The only official way to update Spigot is through BuildTools: https://www.spigotmc.org/wiki/buildtools/. Due to legal issues with the Bukkit projects, any websites claiming to offer a direct download of Spigot or CraftBukkit are illegal and should be avoided.
A popular fork of Spigot named Paper is easier to download, and functions as a drop-in replacement. You can find downloads for Paper at https://papermc.io/downloads.
