I just tried a more indepth test this morning. I renamed my saves.yml, disabled denizen scripts and created a new NPC. Then I did the following:

[09:18:15] [Server thread/INFO]: j4c3 issued server command: /waypoint provider wander
[09:18:29] [Server thread/INFO]: j4c3 issued server command: /npc path
- here I selected worldguardregion in the editor, and set to a region the npc is in.
[09:18:41] [Server thread/INFO]: j4c3 issued server command: /npc path`
No movement from that NPC at this point.
I turned the server off, replaced b3157 with b3154 and turned it back on.
The NPC is wandering around now.

Stopped server, dropped in b3166 where b3154 was previously working, started, and it is still just standing.

I'm not sure what to screenshot. I tried /npc debug -p, switched to leaner and back to wander, and don't get any flowers.
are there any debugging flags or settings that might be helpful?
The build that introduced the issue for me was 3155, which looked like it was triggered by a citizens-api change?

i tried to check if the height between grass and dirt path would be problematic by setting the xwander to 2, to keep destinations from crossing, but that didn't help.
but, let me know if there is anything else you would like tested or checked.
I reverted that change (removed the &) and rebuilt Citizens with my rebuilt CitizensAPI, and the NPC wanders now.
