My specific question is whether or not emulators are essentially pirating? eg, i can download an emulator and fully operate and run Super Mario 64 as if i were playing a Gameboy DS

They've always been kind of a grey area, technically I believe they're legal it's just the acquisition of roms is the issue.

Emulators are (or should) be entirely original code, nothing ripped from the console itself, so they are fine to download. Obtaining game roms is piracy though, unless you physically own the game and rip the iso yourself and never distribute it afaik. Even then, game companies really don't like it.
my goal was to hook up an emulator to some custom controllers im rigging up and mounting into an arcade box i'm crafting by hand, so that you could play gameboy games and such on an arcade box basically
so maybe purchasing it and finding a way to uh, rip the iso myself is the solution to doing it as right as possible?
It's probably morally permissible so long as you've paid for the game originally

as a descriptive matter, a lot of people skip the "dump the iso yourself" step for obvious reasons - it is annoying, time-intensive, etc. but that is the legal way to do it
