Hi! I don't feel great about making this thread cause I like Citizens.
I'm working on restoring the server and I have a donor to purchase plug-ins for me, but he's a bit out of reach at the moment. I want to get started and want Citizens, Denizens and Sentinel on. Currently the server is running 1.19.2 and I'm having a lot of trouble understanding which builds to download for free until I get can get the premium version. To me they all look like snapshots with no MC version correlation. My logs tells me to download V 1_19_R1 but I can only find R2. What am I doing wrong?

Update Citizens

Spigot releases of Citizens are available at https://www.spigotmc.org/resources/citizens.13811/.
Update Paper
Paper is a higher-performance alternative to Spigot that is 100% compatible with the equivalent Spigot version. It's much easier to update than Spigot itself, and carries a lot of performance and quality-of-life benefits.
Latest Paper builds are at https://papermc.io/downloads.

Background Info: One of the most helpful tools to identifying the source of a problem is your server logs file! Logs contain all sorts of important information like server and plugin versions, any error messages, and a lot more important information (More Info).
How To: Your log can be found in the logs folder within your server folder. The most recent log is a text file labeled latest.log. To get help using these logs, please open that file in a text editor and copy all of the text, then open https://paste.denizenscript.com/New/Log and paste the text into the box on the page. Then click "Submit" and copy the URL and paste that back into this channel.
Please do not upload the file to Discord or to other pastebin services, use the log pastebin linked above.

1.19.3 brings some things I'd rather avoid. Is there no 1.19.2 support?
And if not, what is the closest supported downgrade?
Staying on an outdated patch-version is putting your server at risk of bugs, exploits, crashes, etc. and makes it impossible for anyone to support you (Paper, us, other plugins, etc.)
You can't stay outdated forever, and there's no point in holding it off

It's temporary while the server is running locally. I'm waiting for some bug fixes before uploading the server, along with updated plug-ins

You can set the citizens language explicitly under locale in config.yml
Your log file shows you are not downloading the right citizens file

That's the first file I downloaded, same issue. I'm assuming because I'm not using the latest MC version
What I'm asking is; is there a better versions list that takes Minecraft versions into account so I can find the latest build for the outdated version?
I know it's gonna be without further updates and support, I'm just trying to get basics nailed down
