It would be nice to have some way to use a capacitator as an emergency battery supply if the reactors explode. They do work like that, the only issue is that crew will keep using them when all of the reactors are fine which sometimes slows down battery delivery. If they are off by default then crew don't refuel them. Its annoying having to turn them on, then off, then back on when I'm severely damaged.

Do crew not ever refill powered-off capacitors, or do they simply refill at minimum priority?

I do know some ships use "cap runners", crew with the express purpose of moving reactor batteries to capacitors
