The Tractor Beam is continually playing the pulse animation and can't be used normally. Can reproduced by pasting the ship file into a creative game or loading the save file and repairing the ship, after which the right Tractor beam starts bugging.

I believe this bug wasn't actually patched
As far as I see it still exists on the current stable build (0.30.4a)

Just drag this ship file into the game
