#OC mining laser shield zero damage bug

sometimes OC mining lasers don't do any damage to a given shield at all, and only deal splash damage

gif and saves provided - shield at the bottom takes no damage from mining lasers

i think it's something to do with a shield going down, then when it goes back up it's immune to OC mining lasers
