npcs talk to each other and offer/accept sureenders when they encounter each other in the wild
also trade deals and mission fulfillments and when transferring crew
might be difficult to make ui nice though

even just as a random flavour thing, you might occasionally find a pirate limping off after a battle with a patrol ship, or 2 traders exchanging some goods
