on crash logs i noticed that the game believe my 3090ti to be 4GB VRAM

The logs just print whatever Windows says you have. FWIW Cosmoteer doesn't actually use the amount of VRAM (or any other spec) to do anything, it just prints them to the log file for informational purposes.
