As the tittle says, no matter what I do I can't seem to get the tips and tricks pop up to appear on the menu screen again.
They are enabled in my settings

Have you viewed all the tips?
Because it will only show if you have any unseen tips. Once you've seen them all, it won't pop up again.
(You can view them all in the codex, btw.)

Shouldnt the "reset tutorials & tips" option solve that? Because it seems to have no effect

Yes, but there's also a tutorial you have to view first before the tips will start appearing, and resetting will of course reset that tutorial as well. (We don't want to overwhelm new players with tips before they've completed most of the tutorials.) The specific tutorial is the "Hyper-Jump Relays" tutorial.

Quick thought since I'm here anyway:
Players might discard some of the lobby pop up tips thinking they will reappear later. Perhaps leaving the lobby tips ON by default and continuously cycling through them with an option to disable them could be more convenient?
I'm aware they can be seen in the Codex afterwards but these pop ups have the benefit of giving quick information the players may not think to look up.
