I've noticed that the Economic Difficulty Builder doesn't seem to affect mining resource drop rates, even though Starwright does.
I have confirmed on 3 fresh starts and with my current play through in another system thats not the start system. With both mining laser and labourers.
I have also tried all types of ore but it just wont double the rates.
On Starwright I have noticed on occasion with an ore node of 2 ore would sometimes drop nothing. If its a 50% split it shouldn't do that.
