Gather double click QOL

Double-clicking the Gather/Salvage/Mine button could act like dragging the selection box across the entire screen.

ie, it would use the current filter and ship selection, but would
apply to all on-screen resources rather than dragging the box out.

And pressing the keybind twice should also do that
