#Queued resource reassignments can result in erroneous resource storage error messages

In the attached save file, try to collect the uranium sitting just outside the ship.

You'll receive an error message:
"No Path To Storage" is what I got when I first encountered the issue, but the error changed to "Storage Full" after reloading the autosave.

These errors are despite there being dozens of empty eligible storage locations on the ship.

The cause appears to be the two rooms containing 15 stacks of sulfur each, that were re-assigned (some time ago) to store Steel.
While the UI doesn't show the player where these reassignments are destined to go, it appears they are blocking up all of the storage eligible for the uranium.

If the game is left to run for a few minutes (giving the crew time to move the sulfur out of these two rooms), then the issue goes away, and the uranium becomes gatherable.

Likewise if the steel assignment for the two sulfur rooms is removed, the game unpaused, and then the steel assignments re-applied, the uranium becomes gatherable.

I suspect something isn't quite right with the sulfur reassignments, causing it to block many more tiles than is necessary, triggering the uranium gathering to unexpectedly fail.

Another example where a small cluster of Uranium cannot be gathered. Again the cause is a Steel assigned room that is causing 9 stacks of Coils to need relocation. This relocation is blocking a massive ~43 empty tiles that should otherwise be eligible for receiving the Uranium.

Again, simply clearing the Steel assignment from the room, unpausing, and then re-assigning the room to Steel is enough to fix the issue.
