Are you trying to recolor each sheep with a new texture? The way sheep are done in Minecraft is that they use the white texture as a base. They then use rendering to give them all the other colors. This is different from other mobs that each have their own texture for their variants. If my guess is correct, you're probably fighting their rendering system that they use for both their wool and undercoat(when you shear them).
