If you're talking about the texture editor, the percentage is displayed in the bottom right. In the 3D view, it's a camera position rather than a zoom level, and you can see it when you open the Viewport menu and click Save Angle

Ahh I see, yeah I meant the 3D view
I guess that makes sense then I didn't even think about the fact that maybe the scroll wheel was just repositioning my PoV
