As stated in Rule 9 in #info-and-rules you shouldn't ping random people or moderators for help with Blockbench/Minecraft (unless you specifically need that one person because of an earlier conversation).

And if you need to edit the or add new cubes then you need to convert it to an actual model project via File > Convert Project

But It turns into this.
If you mean there is no second layer, you need to visibly enable them (there is a tool for that at the top of the Outliner)
where is outliner and how edit that?
i want craete 3D skin

The list of cubes
Same position where you usually add new cubes or groups etc.
Then as I said before, File > Convert Project to swap to an actual model format. (Whichever one you need for whichever mod you plan to use to have a 3D skin)

Only the skin project has that "toggle layer" button
