Bucket tool won't work for no reason

Making a cobblemon reskin... lock alpha channel is disabled but bucket tool won't work. Or it works but behaves so erratically
As pictured. For example i tried filling the cubes with a greeen color but as you can see it only fills up some parts and not all parts of the face. This is so annoying
