Blockbench itself can record gifs.
For videos you will need to install the "Scene Recorder" plugin

Blockbench: Gifs

To record a GIF, go to: View > Screenshot > Record GIF. Select your preferred parameters and press confirm. Crop the recorded area using the corner handles, then press the Record button to start recording.
