#Blockbench Shaders / Fixed Textures?

I have a simple question that I assume is a 'no' answer which I totally understand-- but does Blockbench have a shader function similar to Blender? I cannot find an exact straight answer to this-- though if an answer exists which I couldn't find, I apologize.

I am wondering if there is a way to create animated textures utilizing Blockbench similar to the End Portal in Minecraft-- however I do not want to use the models I make in Minecraft [thus I cannot use scripting to execute this desire] I just want them to have those textures within Blockbench.
I'm aware Blender has this capacity with its shaders, but I don't know if such a thing even exists within Blockbench in any form?
At the very least, are fixed textures even possible?

My ideal goal is to create models which have their textures appear sort of like a window-- for example if I wanted a model with a sky texture it would appear as if the model's body is a responsive skybox more or less.

Examples of this sort of texture [attached image and a gif of the end portal texture/shader]:
