Scale model, UV map bug

I creating a model boss for server of my friends, when I try to use scale model, the UV map of the hair (which I copied from another file model from someones and edit a little bit to make it different from previous model), it scaling at the same time while I trying to scale model
another part of this model everying scaling still ok, the UV map still fine when I use scale model, but except the hair part

select everything, then rightclick any element in the outliner and set the "UV mode" to per-face uv (even if it already has per-face uv selected)
