swimming animation not working

this is my first ever animated CPM and it's been working fine so far, except for the fact that i can't get my swimming animation to trigger properly. it always defaults back to the idle animation, even though the swimming animation has a higher priority. is there a reason for this? any help would be appreciated

here's the idle/standing animation. i originally had it as global, but switched it to standing to try and fix the issue, which didn't work.
