I'm not sure exactly but try changing the blocks hitbox to 1.5 (same as a wall)

In the blocks .Json just make the y hitbox bigger

if i make hitbox height higher than 16 it will doesnt work, it will be just block with 16 height of hitbox

Well I'm not sure, try moving the hotbox 1.5 pixels off the ground, don't resize it
