I have a question, I am new to the program and I want to see if the transparency effect can be done on a skin. I have seen several and I would like to do that effect with one of my Minecraft skins.

Use the eraser tool or the bucket tool with the delete (icon with two boxes with a minus on it) toggle enabled.
Set the opacity value to something that isn't 255.
