Can't really tell you how without seeing what you mean.
Cause natively Block/Item models do not have any concept of animation.

If they did, then they definitely did not animate a normal Block/Item model for a normal Java Edition resource pack

might have been an Bedrock item, might have been for some plugin that fakes animations or maybe something for a mod

it was for a mod he was making something for a mod and its not bedrock
