Hi, I'm trying to open a file in snowstorm, but the texture won't load at all...

If you want to have access to the textures, you need to open the whole resource pack in VS Code, not just the particle file. File > Open Folder.
Also, make sure to enable Trust Workspace in VS Code (the blue notification at the top of your screenshot)
