You can use GeckoLib for mods or (I think, not 100% sure) Animated Java for Vanilla.

I thought they wanted to animate the weapons themselves.

also not something Animated Java can do
all that does is create fake entities by splitting each bone in a separate item model and putting that on item_display entities (and play "animations" on those fake entities by moving the item_displays around via the data pack it generates)

check better combat mod available for both fabric and forge
and its dependencies , it have custom animations
and you can add your animations too , though you have to check their description and stuff for it
