whats the problem specifically? i cant imagine you dont see that rotate icon

The default rotation angle is sometimes incredibly small, so it's possible it didn't look like it was rotating
You can click-drag the rotation icon in the corner there, or manually move each of the vertices, which I found to be faster in many cases
