but the rotate skeleton grid ball ain't showing up

What do you mean "no results"? I cannot see what's on your screen. You have to show screenshots.
instead of the skeleton grid ball showing up in between of the selected shape / mesh or here in my case a cylinder

yes
You don't need to multi-select for that. You can change select mode to mesh and simply click the wheel and rotate it.

but here's the nswer i found out my way
so u can help ppl like me in upcoming time
tell them to drag select in cluster tool / mode
it'd help em' out
also thank you once again for helping me.
I don't know what cluster tool is, but the way I said is literally the fastest way as it is only one click without having to drag.
