When you make a loop, don't click anything afterwards; there should be a panel at the bottom

Exactly I have one but there are not the two modification boxes, there is only one that of the Offset

I really don't understand why it doesn't work in the tutorial it has more tool than what I have by splitting the loop

What version of Blockbench do you have? Check in Help -> About
Iirc changing loop cut directions was a newer feature

Update to 4.6 (as just released a couple minutes ago) and then you'll have the option
