Is it possible to make a mob for java edition, and let it run on vanilla minecraft without mods? So like anybody without mods can join and experience that mob

No but also kinda yes.
Actual mobs can only be added trough (Forge/Fabric/Quilt) mods.
However using plugins you can fake mobs.
But that'll only work with a Modded Server Software (aka Spigot)
Those faked Mobs are also a lot worse for performance than vanilla mobs. Therefore I recommend caution.
