#How to snap pivot point to vertex or edge?

I apologize if this has already been asked somewhere but I don't know what to search to get the right answer... I'm trying to rotate a cube on it's edge but anytime I try to snap the pivot point using the vertex snap tool It completely moves away, Is there something else I should be doing?

vertex snap tool is for vertices, which a pivot point is not

well, it is possible in general, but the feature is bugged atm @terse estuary and @thin quiver
