That's how windows defender is, it turns back on after a short period when you turn it off.
If you don't want it I'm pretty sure you can disable windows defender in the windows registry editor

as the message from cactusjack states, yes, you must complete all objectives, restrain, report, and detain suspects/civs, and secure any evidence, do NOT end the mission using PgUp if you're looking for a perfect S score, the mission will end shortly after you've reported, secured evidence, and completed all of your objectives.
If you get even one minus score I suggest restarting.
