(Sorry in advance to the mods if this gets a bit rule sensitive) but it's likely that the USIA or FISA do deals and bribes to congress, although it also could be the response time, SWAT is nearly always alert and are trained for descalating, while if you bring USMC core the collateral damage might be to big, as its way different story for them. Seeing as SWAT is a civilian agency though it doesn't make all that sense unless you want to keep your assets relatively fine and your public pr not ruined, as deploying National Guard or USMC would make it seem like it's major disorder, over a Civil Dispute, but then again it's terror cells like the Plant guys, left behind, and the other guys, so for keeping it low key it makes sense too
