If you do it with SWAT AI incap route then it is true that you don't have to worry about the reporting/restrain part but if you do it the arrest route then it shouldn't matter because only way you should do it is to gather everyone in one room and arrest one by one. Any other way won't work.

SWAT AI can't do diff between Incap and kill, they can only incap suspects since they only shoot once. Kill can only be caused you as the player.
