Well it means that there's a chance for each caliber to deal more damage that's all, hence why damage sheets sometimes show 2-3 or 1-2 because it isn't set in stone stat. You can imagine it as hitting vital spot but it's really just critical strike

Depend on whether you like the genre or not. I had this question just last month when I was thinking about purchasing the game. It has issues but I can let them all slide cuz there is pretty much no other games that looks and tells the story of societal collapse as well as this. In the market there's only swat 4 which can better than this, but the game is too old for me. At first, I heard the game had severe AI issues and horrible performance but eventually I found fixes to most of them. All in all I think you should spend some time and see if you like it or not, you can always refund tho.
