depends, A newer version of DirectX typically introduces new shading features that help implement certain features better and runs them faster, However there’s not really a problem with using a lower version of DirectX eg DX11 when DX12 exists, if DX11 does what you need it to do. It’ll simply mean that your shaders can run on a larger variety of machines. A DX12 compatible GPU can run a DX10 shader, but not conversely, so no, your CPU is not the problem, its almost only your GPU

That is just shitty. There doesn't need to be balance like that in a pve game. So now if I want some basic features like having a light and laser on my gun I need to install mods. If I install mods I can really only play alone since there's at least 3 mods that do the same thing but slightly different and I will never find a full team that can agree on the same mod. Guess I'll give it another year to see things change.

Your team won't need mods for something like that, in fact majority of mods are one sided. mods that are changing game in a ways of AI or physics just won't work if you aren't the host with exception of map mods and maybe some others.
