Problem is lack of gpu. Your CPU has intergrated one which makes it work as both CPU and gpu. It makes it calculate things slower because it work as 2 things. As you mentioned, you're running out of memory. Game requieres 8gigs of ram. Ram stores things for your CPU. You have 8 gigs of it BUT 4 gigs is reserved for your IGPU. This means you have 4 gigs of ram for CPU and 4 for gpu. Either gotta buy some more ram or GPU. Since you have Intel Core i5-1235U i'm pretty sure you have a laptop so buying gpu would be basically impossible. If your laptop supports it, you can buy more ram.

Also someone mentioned to edit pagefile.sys. It might help tho i'm not sure because my teacher barely talked about it and i never played with it either. It might work. It's basically is a file that acts as a ram for your CPU. Do some research, it can help.

I am pretty sure they specifically said that the dlc is coming along with an update to the base game, with the new missions and cosmetics being dlc, and the weapons being open access to the base game.

U need to find the game app data and delete that. Its usually in the user folder for your windows profile. Its often where the save files are. Delete that the game will recreat those files. Its often a corrupt setting from a past update that causes this stuff
