I do think the issues with the AI are a bit overblown

This ai is dogshit, they keep looking at walls when a door is opened infront of them and instantly turn to you as if they were watching that door.
They fail to react to comply commands through see-through doors, that are not visible for em
The ai doesn't understand or go to advantegous points of domination within rooms, they often go into the middle of it or their "cover points" by the door/furniture and stand, not crouch or hide
The ai is too predictable as a general rule of thumb
The ai has no differences between each other, career criminals should work together while petty robbers should be more prone to surrender/fleeing
The ai has no malfunctions, something that was rare but extremely funny in swat 4 when it happened
RoN has no strict ROE missions either, were you really cannot shoot suspects fleeing

Occasionaly reaction time, acceleration speed and rotation speed, in general personal animations, like going from stunned to a firing position are too fast and lack the smoothing swat 4 has.

There needs to be more difference between enemy ai, it barely feels different entering a gunfight or dealing with meth addicts to mindjot sec, outside of their hp. Hell the Brisa vets only feel slightly different because the map is a shitshow for see-through pixels.

There is no fumbling, like you have in swat 4 with petty criminals, there is also no suspect just running away into a room and laying an ambush or a trap like later levels in swat, suspects hold angles looking into OTHER places or tracking you through the wall directly

Suspects do not value their life, at all, you can see 5 corpses in a hallway and be sure a 6th suspect will come rushing out to the waiting 4 gun barrels.
Suspects do not make sense morale wise, shooting increases it, arresting decreases it and using c2 across the map also reduces it.
Suspects do NOT hide like the ADAM update was suposed to do, suspects spawn already in hidding places as seen if you employ the spec cam. Civvies do hide under tables tho
Suspects do NOT disguise like civs, which means once you learn their models, it's easy patern recognition.

Anyone that has tried swat 4 will have a hard time understanding how RoN, a 20 year older game has the ai be such a big downgrade in many aspects

Well, not a mod persay, but if you just.. shoot everyone? Generally speaking, with the firearms you are carrying, they will invariably die. Provided of course you shoot them enough times and or in the right places. It's an excellent strategy if I do say so myself. I recommend two to the chest, one to the head. Just to get the job done and done well.

Probably worth mentioning there's only three missions that have tripwires at all. Ides of March, A Lethal Obsession, and Sins of the Father. That last one only has flashbang traps so they're not as dangerous.

It is a very devent game. Enemy AI is wreckless and can get pretty frustrating sometimes. Also friendly AI works really really well most of the time, but when they do something silly and ruin a mission you've been working hard for 20 min... It can get really frustrating as well.

But as I said, even I felt frustrated plenty of times... I keep sinking time to the game and looking forward for more. And I'd say the bigger part of the developing effort is working on AI so it should get a lot better.

They’re dead shots, hitting every shot on my arms legs and head, everything but my vest.

And don’t even get me started on the quick draw enemies, was covering my teammate and he went into restrain them and the dude quick drew on me faster then John wick, looking back at the replay the gun wasn’t even pointed at me and I died instantly on full health, didn’t take a single round - even more so to how fast they draw, I was ads at their chest all I had to do what press my mouse to end them and they pulled that shit off faster then I could humanly react

Mhmm... I just got B on Rust Belt, thus unlocking 'BDRTAC' customization options... and find it is very cool looking. BUT, sadly... For some reason the pants you unlock (SLY) have the wrong cammo (they are OCP instead of the desert-marpat-like of the BDRTAC gear). You can still complete the looks with LSPD Tac Pants, which have a variation with the right camo... But still sucks tbh.

Idk what you're doing for the Ai to not work but I haven't really had any issues. Sure you might have to order them a different command and then the one you actually wanted them to do to get them unstuck, but they work pretty much as intended for me.

Stack up, breach and clear with flash, after initial breach fall in on me, then move to wherever I wanna go and repeat. Getting your fast commands with Z squared up is also a huge help.
