Hey guys I just wanted to ask; are Relapse's enemies are meant to make the mission annoyingly impossible to S rank? I'm reaching my 40th run or so of non-lethal on these guys and they either kill themselves or don't surrender after unloading all the shells on my shotgun (rubber pellets ofc) on them and a couple flashes. I've had this problem about 90% of my runs where they don't give up and head-tap the AI or me.

It feels like I'm being forced to go for the minimal chance to incapacitate lethally

To add, I've tried both flashes and stingers. Gas would be easy of course if it actually filled the larger rooms

If you have "Bring Order to Chaos" completed you can just stand still. Civilians will come to you. (Unless they're already on their knees, but they'll stand up eventually)
