However, it seems like every tactical shooter even slightly inspired by SWAT 4 opts for gigantic maps with 20 army members

The most of swat's tactical devices doesn't even work in large open spaces in game (like grenades and cameras). Maybe random level generation could make RoN more actually tactically playable, giving the players the option to set specific requirements to generated maps. It works amazing in Door Kickers and Six Days in Fallujah
